I am certain that this is California, just about 4 miles north of the city of Santa Cruz. Laguna Creek Beach. It no loner looks quite like this due to alternating years of draught, then flooding, Plus the land around was sold to a nature preserve, so less activity these days. But I have been to nude beaches around the world, but in its day this one was one of the very best for action.
